Bleu Ciel at 3130 N Harwood St and Azure at 2900 McKinnon St draw similar shoppers: both are Harwood high-rises of almost the same size. Dallas CAD’s 2026 certified roll shows 133 residential accounts at Bleu Ciel and 138 at Azure. Beyond that headcount the two files part ways, and what separates them is the size of a typical home, how often deeds change hands, and how the county moved values this year.

Plan mix decides the shortlist§ 02
The cleanest dividing line is bedroom count. DCAD records no one-bedroom accounts at Bleu Ciel. Its smallest account is a 962 sf two-bedroom, and 72 of the 133 accounts are three-bedrooms. Azure starts lower and spreads wider. It has 43 one-bedrooms from 881 to 1,726 sf, 65 two-bedrooms, and 28 three-bedrooms. A buyer who needs only one bedroom has a choice at Azure and none at Bleu Ciel. A buyer who wants three bedrooms has more than twice the stock at Bleu Ciel.
Azure’s values run in two tiers. A quarter of its accounts are assessed at $521,500 or less, while the upper quartile starts at $1,629,380, close to Bleu Ciel’s. So the Azure median of $975,430 sits between two quite different products in the same tower.
Turnover and the 2026 reassessment§ 03
Bleu Ciel is the busier file. It has 38 recorded deeds since July 23, 2025, against Azure’s 22. Only one Bleu Ciel account was last deeded before 2016, which fits a building DCAD dates to 2015. At Azure, 34 accounts haven’t changed hands since before 2016. Ownership is less spread out at Bleu Ciel, where one ownership entity holds 20 of the 133 accounts.
The county treated them differently for 2026. Matching accounts by number between the 2025 and 2026 certified rolls, Bleu Ciel had 72 values raised, 58 lowered and 2 held, for a median move of +1.9%. Azure was held or trimmed: 95 values held, 39 lowered and just 2 raised, and its combined value fell 2.3%. Twenty-two Bleu Ciel owners are taxed on a capped homestead value below market, compared with 2 at Azure, so a Bleu Ciel buyer’s first bill is more likely to exceed the seller’s.
Governance records§ 04
Bleu Ciel Condominium Association Inc. filed a management certificate in Dallas County on July 30, 2024. The certificate names Bleu Ciel Tower Development, Ltd. as declarant under a condominium declaration recorded May 20, 2014, with six amendments recorded from 2015 through 2019. It directs association mail to the general manager at the building and lists a $150 transfer fee, a $350 resale certificate and a working contribution of two months’ assessments. For Azure, searches of the Texas registry on October 3, 2026 found no management certificate, so this page doesn’t name an Azure association or manager. Ask the seller for both buildings’ current resale certificates.
Who each one suits§ 05
Bleu Ciel suits a household that needs two or three bedrooms in a newer building and wants an active resale pool to compare against. The tradeoff is a higher county floor, no one-bedroom fallback, and a 2026 roll that raised more values than it cut.
Azure suits a buyer who wants the Harwood address at a lower entry point, or a one-bedroom with up to 1,726 sf. The tradeoff is a building ten years older on the county record, and governance details you’ll need to get directly from the association, because the state registry doesn’t carry them.
