133 homes and one shop account § 01

DCAD’s 2026 certified roll lists 134 accounts under the Bleu Ciel Condo legal name: 133 residential units at 3130 N Harwood St and one commercial retail account appraised at $3,500,000. The association’s certificate places the condominium on Lot 1, Block 2/932 of the Harwood Pointe Addition. Residential unit numbers start on level 6 (0601 and 0602) and end with 3201 and 3202.

Harwood International, the developer, describes a 33-storey tower designed with Paris-based Jean-Michel Wilmotte and Dallas-based HDF, with gardens by landscape architect Sadafumi Uchiyama.

Where the values sit § 02

Residential values on the 2026 roll run from $473,300 to $6,358,190, with a median of $1,375,000, about $740 per square foot. The two top-floor accounts are near twins: 3201 at 8,236 sf and $6,358,190, and 3202 at 8,235 sf and $6,357,420. Next is 2901 at 6,561 sf. Fifty-five accounts carry a homestead exemption. Thirty-eight recorded a new deed after July 24, 2025, the most of any building in this batch.

2015 on the roll, 2018 at completion § 03

DCAD gives all 133 residential accounts a 2015 year built. The Council on Tall Buildings and Urban Habitat’s Skyscraper Center lists construction starting in 2015 and completion in 2018. Use 2018 when you’re judging finish and equipment age. The declarant, Bleu Ciel Tower Development, Ltd., recorded the condominium declaration on May 20, 2014 (Instrument 201400123984). Six amendments followed between 2015 and 2019.

A self-managed association § 04

Bleu Ciel Condominium Association, Inc. lists its own general manager at 3130 N Harwood St as its contact, not an outside management firm. Resale certificates are requested through that office, and the association’s site is bleucielliving.com. The certificate lists a $150 transfer fee, a $350 resale certificate fee and a working-capital contribution of two months’ assessments. It was recorded July 30, 2024, so confirm the contact is still current.

Taxing units § 05

The 2026 roll puts every residential account in the City of Dallas and Dallas ISD. The TIF designation noted in the reassessment section below doesn’t change an owner’s tax rate. Confirm assigned schools with DISD’s school finder.

A split 2026 reassessment & who it suits § 07

Bleu Ciel's 2026 reassessment went both ways. Of 132 accounts that match by number between the 2025 and 2026 certified rolls, DCAD raised 69, lowered 58 and left 5 unchanged. The median move was +1.9%, and the combined value rose 1.0%.

DCAD also files all 133 residential accounts inside the Downtown Connection TIF, Subdistrict Zone A.

Who it suits — and the tradeoff

Bleu Ciel suits a buyer shopping for a large residence in a recent Harwood-district tower. Ninety of its 133 accounts are three bedrooms or more, and DCAD dates the building to 2015.

The tradeoff is that a neighbor's assessment tells you little. Nearly as many accounts were marked down as up in 2026, so check the history of the specific account on DCAD rather than leaning on a building median. And 22 owners currently pay on a capped homestead value. The Comptroller notes that the cap starts the year after an owner qualifies and ends after that owner stops qualifying, so a buyer won't carry it over.
