Ninety-eight accounts on Wolf Street § 01
DCAD’s 2026 certified roll lists 98 residential accounts under the legal description Topaz Townhomes Condo, all at 2201 Wolf St in ZIP 75201. That makes it a larger regime than most Uptown files on this registry. Its unit numbers come in seven series, from 1101 through 7210, and the second digit is always a 1 or a 2. With no developer or association count on record, this file uses the county’s 98.
“Townhomes” is part of the legal name, but the county does not describe townhouses: 96 of the 98 accounts are recorded as one-story homes, and only two, both one-bedrooms, as two-story. The association’s older certificate places the condominium on part of Lot 1, Block A/940 of the Concord Subdivision, under a plat recorded in Volume 84147, Page 3129.

The 2026 reappraisal went up § 02
The county raised this building for 2026. Of the 89 accounts that match by number between the 2025 and 2026 certified rolls, DCAD raised 87 and lowered 2. The median change was +10.6%, and the matched accounts’ combined value rose 8.5%.
The new figures run from $351,500 to $564,900, with a median of $491,695 and half the accounts between $408,750 and $531,960. Per square foot of living area, the median assessment is about $377. Unit 2204, a 1,498 sf two-bedroom, carries the top value, and unit 3106, a 956 sf one-bedroom, the lowest.
Thirty-five accounts (36%) carry a homestead exemption, and 34 owners pay on a capped value below the new market figure. Owner tax mail reaches 2201 Wolf on only 44% of accounts. Twenty-two accounts list a 401(k) plan as the owner, so a large share of the homes are held as investments. Deeds are steady: five dated August 1, 2025 or later, ten since August 1, 2024, the latest on June 11, 2026, with 2023 the busiest recent year at 14. Twenty-seven owners have held since before 2016. These are appraisals; Texas is a non-disclosure state, so sale prices aren’t published.

Two bedroom types, eight sizes § 03
The roll shows 31 one-bedrooms with one full bath, at 956, 1,025 or 1,114 sf, and 67 two-bedrooms with two full baths, from 1,270 to 1,498 sf. Four two-bedroom sizes account for 66 of those 67 homes: 1,411 sf (17), 1,419 sf (16), 1,475 sf (17) and 1,498 sf (16). There are no half baths on the roll.
Every account records a fireplace. Those four sizes sit within 87 sf of each other, so floor position and outlook will separate one listing from the next more than size does.

A 1995 roll year and a 2006 declaration § 04
DCAD dates all 98 accounts to 1995, yet the condominium paperwork starts more than a decade later. The current certificate says the association was formed on May 17, 2006 and that its Declaration of Covenants, Conditions and Restrictions was filed on or about October 25, 2006, Dallas County Instrument 200600396344. It lists amendments on or about November 29, 2006 (200600438556) and January 20, 2015 (201500014075).
Neither record explains the gap between the 1995 build year and the 2006 regime, and this file does not call Topaz a conversion. Ask the seller and the association what the building was before 2006, and review the declaration’s history with your title company.

The association and the fee schedule § 05
The certificate made effective March 26, 2026 names Topaz Townhomes Owners Association, Inc., also known as Topaz Townhomes Condominiums, managed by Proper HOA Management, LLC of Richardson. Resale certificates are ordered through Proper HOA or HomeWiseDocs.
The 2026 schedule lists a $375 resale certificate, rush charges of $150, $275 or $350 for five-, three- or one-day delivery, a $400 transfer fee, a $120 compliance inspection on request, and a working-capital fee of two months of dues. An earlier certificate, signed in January 2023, listed a $300 transfer fee, a $100 first-right-of-refusal fee and a $150 inspection. Ask whether a right of first refusal still applies to resales. No dues rate appears in either filing, so dues stay blank.

Topaz suits a buyer who wants a one-level Uptown home under the district’s tower values, with a fireplace and a choice of near-identical two-bedrooms. The tradeoffs are on the record. The 2026 reappraisal pushed most accounts up by about a tenth, so expect a higher tax line than the seller paid, especially on one of the 34 capped accounts. Fewer than half the owners get their tax mail here, and 22 homes are held by 401(k) plans, so the owner body leans toward investors. And the 1995-to-2006 gap means the building’s systems may be older than the condominium documents.
