Forty-five homes on Roland Avenue § 01
On the 2026 certified roll, DCAD lists 45 residential accounts under “Park Plaza Condominiums” at 4500 Roland Ave, ZIP 75219, on Lots 12 through 14 of Block 98, a 40,492 sf site. DCAD files the property city as Highland Park, which is why this file sits outside the City of Dallas despite the Dallas mailing address on the association’s certificate.
Unit legals run from floor 1 to floor 9. Units 801 to 804 are each described as spanning floors 8 and 9, and one account combines 706 and 707. The 2025 roll had 46 accounts; unit 404 dropped off for 2026. Don’t confuse it with Park Plaza Townhomes Condo at 2000 Park Ave, a separate 11-account regime on DCAD’s roll; none of its records are counted here.

$622,620 to $1.8 million, and flat for 2026 § 02
The roll’s floor is $622,620, for unit 506, a two-bedroom of 2,306 sf. Its top is $1,806,000 for unit 801, a 4,816 sf three-bedroom on two levels. The median is $894,750, the middle half runs from $749,450 to $1,040,630, and 13 accounts are appraised at $1 million or more. That works out to $270 to $515 a square foot, centered on $325.
Most homes carry a good (24) or very good (16) condition rating, with medians of about $325 and $375 a square foot; three average-rated homes come in near $270 and two excellent ones near $460. The appraiser barely moved the building for 2026: of 45 accounts matched to last year, 42 held, 3 dropped and none rose, for a combined change of −0.8%.

Built 1982, rules rewritten in 2021 § 03
Every account carries a 1982 year built. The oldest deed still in force is from June 30, 1989, and 15 of the 45 owners took title before 2016, so a good share of the building has changed hands only once or twice in a generation.
The governing document today is not the original declaration. A Second Amended and Restated Declaration of Condominium Regime was recorded on or about October 19, 2021 (Doc. 202100310972), and a First Amendment to it followed on or about January 24, 2022 (Doc. 202200019731). Anything summarizing the pre-2021 rules is out of date.

No one-bedrooms, and four two-level tops § 04
The smallest home on the roll is 1,985 sf. Thirty-five accounts are two-bedrooms of 1,985 to 2,855 sf (median value $775,450); seven are three-bedrooms of 2,775 to 4,816 sf ($1,040,630); three are four-bedrooms of 3,365 to 4,763 sf ($1,394,580). The plan sizes that repeat most are 2,386 sf (seven accounts), then 2,404 sf and 2,847 sf (six each).
The four two-story homes are 801 through 804, between 3,365 and 4,816 sf, and they hold the largest common-element shares in the regime, up to 3.98% for 801 against 1.64% at the low end. Forty-four of the 45 homes record a fireplace and 44 a half bath. DCAD lists frame construction with stone veneer on 44 accounts.

WRMC, and the fees at closing § 05
Park Plaza Condominium Community, Inc. is managed through WRMC, 6565 N. MacArthur Blvd #420 in Irving, which also serves as the designated representative; the dedicatory instruments are posted at wrmcinc.com. The certificate was signed by the association’s secretary and recorded December 5, 2025.
Its schedule of transfer charges has six lines: a $375 resale disclosure package, a $75 update, optional rush ($450, three business days) and expedited ($500, one business day) fees on top of the package, a $375 transfer fee, and a reserve contribution of two months’ assessments. No assessment amount is given, so dues stay blank.

Highland Park taxes and an older owner base § 06
All 45 accounts are coded to the Town of Highland Park, Highland Park ISD, Dallas County, Parkland Hospital and Dallas College, with no special district or TIF. Use HPISD’s own lookup to confirm the campus before counting on a school.
Thirty-two accounts (71%) have a homestead and 28 an over-65 exemption, so many current bills sit under a frozen school-tax ceiling that ends when the qualifying owner leaves; a buyer’s bill starts from the appraised value. Only seven accounts name a tax agent, and nine are held in a trust or company. Turnover is slow: four deeds date from August 1, 2025 or later and nine from August 1, 2024, the latest May 5, 2026. Expect few homes on offer at once, and budget the reserve contribution alongside the transfer fee.
