Ninety-two accounts, four of them townhomes § 01
DCAD’s 2026 certified roll lists 92 residential accounts under the legal name “Tower and Regency Row Res Condos,” every one addressed to 2555 N Pearl St, ZIP 75201, on Block 3/948, a 1.2165-acre lot. Eighty-eight are numbered tower homes, from 0100 up to 2300. The other four, RR1 through RR4, are the Regency Row townhomes, which share the tower’s declaration rather than holding a regime of their own.
Five tower accounts each cover two original unit numbers that were joined: 202 & 203, 402 & 403, 602 & 603, 1202 & 1203 and 1302 & 1303. The 2025 roll carried 95 accounts. Units 0803, 1403 and 2200 no longer appear in 2026 and nothing new was added, so a few more numbers have been folded into neighbors. When a listing describes a combined home, ask which recorded instrument merged it.

Every account above $1.2 million § 02
The lowest 2026 value on the roll is $1,223,750, for unit 0804, a 1,375 sf one-bedroom. The highest is $8,700,000 for RR3, a 7,402 sf Regency Row townhome. The building’s median sits at $2,179,630, and half of all accounts fall between roughly $1.45 million and $2.61 million. Measured per square foot, DCAD’s figures span $833 to $1,550, with $990 in the middle.
The appraiser grades finish in three bands here: 25 homes excellent, 51 very good and 16 good. Their medians land near $1,150, $990 and $926 a square foot. Against 2025, the county raised 43 accounts, cut 47 and left 2 alone, and total value across the 92 still edged up about 1.0%, so check the unit’s own line before reading anything into the building figure.

A 2007 declaration, amended eleven times § 03
DCAD dates all 92 accounts to 2007, the year the Condominium Declaration for The Tower and Regency Row Residences Condominium was recorded (July 24, 2007, Doc. 20070265021). The oldest deed still current on any account is dated August 19, 2009, which fits homes that closed after the building was finished rather than in 2007 itself.
The certificate’s attachment lists eleven numbered amendments, from July 2009 to October 2024, plus a 2017 corrective amendment to the eighth. Two of them are recent: the Tenth (Jan. 19, 2024, Doc. 202400012380) and the Eleventh (Oct. 2, 2024, Doc. 202400198034). The association has also recorded a Dedicatory Instrument Manual (2017) with supplements in 2019 and 2020, a Water Sensor Policy (Mar. 31, 2023) and supplemental collection, fine and records policies (Sept. 28, 2023). A rules summary written before 2024 misses the last two amendments.

One-bedrooms from 1,375 sf, townhomes past 6,300 § 04
There are 36 one-bedroom accounts, sized 1,375 to 1,753 sf, with a median value of $1,392,700. The 41 two-bedrooms cover 1,458 to 2,819 sf ($2,320,560 median). Eleven three-bedrooms run from 2,490 sf to the 7,402 sf townhome ($4,150,000 median), and four four-bedrooms measure 4,200 to 6,327 sf ($7,308,050 median). Two sizes repeat most often, 1,375 sf and 2,490 sf, eleven accounts apiece.
Each Regency Row home is coded three stories, 6,323 to 7,402 sf, valued between $7.2 million and $8.7 million. The tower’s largest single record is 2300 at 4,632 sf. Ninety of the 92 homes have at least one fireplace and 76 have a half bath. DCAD records a metal frame, with stone veneer listed on 86 accounts.

Run from inside the building § 05
The association is The Tower and Regency Row Residences, Inc., a Texas nonprofit. Its certificate, recorded June 30, 2026, names the association itself as manager, reached through the Texas Area Director of Residences at 2555 N Pearl St, rather than an outside management firm. It replaced a December 2024 filing (Doc. 202400241567). Dedicatory instruments are posted at towerandregencyrow.com.
The one charge the certificate lists for a sale is a $400 transfer fee, and it states that the association’s fees cover everything it spends on a transfer. It gives no assessment rate, so dues stay blank here. This regime is separate from Residences at The Ritz-Carlton I at 2525 N Pearl St, which keeps its own association and file.

Tax agents, trusts and a TIF code § 06
Every account is coded to the City of Dallas, Dallas ISD, Dallas County, Parkland Hospital and Dallas College, with no special district; the land carries Planned Development zoning and sits in the Downtown Connection TIF, subdistrict Zone A. Confirm the assigned campus with Dallas ISD’s school finder.
Fifty-two of the 92 accounts name a property-tax agent on the roll. Forty-three have a homestead exemption on file and 20 an over-65 exemption, and 26 are titled to a trust or company. Current owners’ deeds cluster recently: 13 accounts were last deeded in 2024, 11 in 2025 and 5 in 2026 (the latest May 4), and 8 deeds date from August 1, 2025 or later. A buyer weighing this regime should note the shared electorate. Townhome and tower owners vote under one declaration, so an amendment can land on both kinds of home.
