Thirty homes inside a mostly commercial condominium § 01
DCAD’s 2026 certified roll places 30 residential accounts at 3111 Welborn St (ZIP 75219), all filed under “Centrum Condominium,” Block T/1036, Lot 1A, a 2.994-acre site whose land record shows 130,420 sf zoned planned development. Their unit numbers run only from 1201 to 1703, six numbered series from the 1200s to the 1700s.
The same legal description covers two commercial accounts addressed to 3102 Oak Lawn Ave: a retail condominium unit with a 9.462% common-element share and an office condominium unit at 73.538%. The 30 homes together hold 16.74%. In other words, the residences are roughly a sixth of the regime by common-element interest, so ask how the declaration splits votes, insurance and shared costs between the residential and commercial owners.

The office and retail units on the same roll § 02
DCAD values the commercial side by the income approach. The office unit, recorded as the “Centrum Complex” with 323,636 sf of gross building area and a 471,212 sf parking garage, appraises at $82.70 million for 2026, up from $81.78 million. The retail unit, 130,874 sf of gross area, rose from $13.22 million to $15.80 million. Both show a 1985 year built with a 2000 remodel and an excellent quality rating.
Together the two commercial accounts carry about $98.5 million of value against roughly $27.91 million for all 30 homes. One owner holds both commercial units, and both list a property-tax agent. For a buyer, the practical point is that the condominium’s largest member by interest is a commercial owner; read the budget and declaration with that in mind.

Values from $361,000 to $1.7 million § 03
The residential appraisals run from $361,000 for unit 1308, the only one-bedroom at 1,605 sf, to $1,707,520 for unit 1404 at 7,424 sf. The median is $807,540, the middle half spans $731,940 to $1,155,120, and 11 accounts sit at $1 million or more. Per foot the range is $147 to $385 with a $328 median.
DCAD grades 20 homes excellent, four very good and six good, and the excellent-grade group carries a $373 median per foot against $245 for the good-grade homes. The 2026 roll barely moved: of 29 accounts on both rolls, 25 held their value, three were lowered and one raised, a combined change of +1.42%. Unit 1301 dropped off the roll this year and 1208 is a new account.

Built 1985, restated as a condominium in 2006 § 04
Every residential account carries a 1985 year built, metal framing and a solid-masonry exterior. The association’s certificate identifies the governing document as an Amended and Restated Declaration recorded on or about May 16, 2006, Dallas County Document 200600178273, followed by amendments on or about February 27, 2007 (20070071554), February 10, 2015 (201500033224) and October 12, 2016 (201600285437).
Ownership is long-tenured. The oldest deed on the residential roll, for the combined account covering units 1602 and 1603, is dated May 16, 2006, the same day the restated declaration was recorded. Three titles predate 2010 and nine predate 2016. The roll shows four transfers in 2025 and two in 2026, the most recent on April 27.

Fourteen flats near 2,100 sf and six very large homes § 05
Fourteen accounts fall between 2,070 and 2,127 sf, all of them in the 1200 to 1500 series, and 24 of the 30 homes are coded two-bedroom. At the other end, six accounts exceed 6,000 sf: 1304 (6,454 sf), 1404 (7,424 sf), 1602 (6,640 sf), 1702 (6,032 sf), and 1701 and 1703 at 7,465 sf each, which DCAD records as three-story homes.
Two accounts list four bedrooms and two list three; unit 1701 carries no bedroom count at all, a record gap rather than a description. Twenty-four homes include one half bath and two include two. Only 1304 and 1703 list fireplaces. Units in the 1400s through 1700s have a 3,246 sf median against 2,115 sf in the 1200s.

WRMC, a two-month reserve, and 18 homesteads § 06
The Centrum Tower Condominium Association is managed by WRMC, 6565 N. MacArthur Blvd #420, Irving 75039 (855-435-4596, info4hoa@worthross.com); governing documents are available through wrmcinc.com. The certificate was executed and recorded on February 10, 2026. It lists a $375 resale package, a $75 update, $450 for a three-business-day rush or $500 for one-day service, a $375 transfer fee, and a working-capital charge of two months’ assessments. The seller also posts a utility deposit that varies with usage. No assessment amount is given.
For taxes, every home is coded to the City of Dallas and Dallas ISD with no TIF. Eighteen accounts (60%) carry a homestead exemption and 12 an over-65 exemption, which does not pass to a buyer; one has a disability exemption. Twenty-three owners receive tax notices at the building, six accounts are held by an entity or trust, and seven name a tax agent.
