Still missing from this file: an assessment rate from an association document, a stack map of the A-through-F letter suites floor by floor, and owner-cleared photos. Fixes we confirm get logged on the changelog; how we grade a fact is on the market data page, and the raw rows are in the open dataset.

The building § 01

Park Highlander sits at 4240 Prescott Avenue in Oak Lawn, ZIP 75219, on the block DCAD maps at Mapsco 35-T. Forty-four homes carry their own county accounts, with suite labels that run by floor and letter (1A, 1B, 2A through 2F, and up). DCAD dates the building to 2004, and the suite records we opened describe brick-veneer walls under a slate mansard roof.

You will still see Drexel Highlander on some listing portals. That is the older name for this same Prescott Avenue address, not a second building.

These are big flats by Oak Lawn standards. The middle home is 2,344 sf, roughly the size of a detached house, and about 86 of every 100 accounts claim a homestead exemption, so most owners live here rather than rent out.

Checked Oct 2026: year built and the 1,611 to 4,477 sf size range re-read from DCAD account records for 4240 Prescott Ave, checked Oct 21, 2026. The other rows come from DCAD's July 2026 certified roll for every residential suite at 4240 Prescott. “Assessed” means the county's tax appraisal, which lags the market. The homestead share counts suites with that exemption active; the mailing-address share, which counts owners whose tax bills go to the building, is a looser signal of the same thing. See the county rankings and the open dataset.

Property taxes

  • Taxing jurisdictionDallas County
  • Combined rate (2025)~2.28%

Park Highlander suites pay City of Dallas, Dallas County, Dallas College, Parkland Hospital and Dallas ISD, per the jurisdiction list on the DCAD account. 34 of the 44 are taxed on a capped homestead value, so a buyer's first full bill can be well above the seller's.

Questions, answered § Q

How many units are in Park Highlander?

Forty-four. DCAD lists 44 residential suites at 4240 Prescott; its address search returns 47 parcels in all at that address.

How big are homes at Park Highlander?

Big. The smallest suite DCAD records is 1,611 sf and the largest 4,477 sf; most are two-bedroom flats of 2,153 to 3,504 sf.

Is Park Highlander mostly owner-occupied?

Yes. Roughly 86% of the 44 suites claim a homestead exemption, which in Texas only an owner living in the home can do.

Documents & verification § 05

The association's February 2026 management certificate says owners can get the dedicatory instruments online at wrmcinc.com, through managing agent WRMC in Irving. A title company orders the resale disclosure package ($375, or $450 or $500 extra for 3-day or 1-day rush), and a $75 update fee applies if the certificate has to be refreshed before closing. Our document checklist explains what to look for in each item.

Transfers & tracking § 06

We count deeds at Park Highlander, not dollars: Texas keeps closing amounts out of the public record, so none appear here. The turnover count for the 44 suites is in § 07 below.

Association, governing documents & turnover § 07

Park Highlander Condominium Association governs the building. Its management certificate, recorded in Dallas County on February 13, 2026, routes owner and title contact through WRMC in Irving and posts the dedicatory instruments at wrmcinc.com. The certificate traces the regime to a Declaration of Condominiums recorded on or about February 21, 2006, which owners have amended eleven times, from June 2007 through December 9, 2024.

DCAD dates the structure to 2004, two years before that declaration. The certificate doesn't explain the gap, so this file doesn't label the building a conversion.

Ownership changes slowly. DCAD shows 8 deed transfers on the 44 accounts since July 23, 2025. The middle account's latest deed dates to August 2018, and 11 accounts were last deeded before 2016. For 2026 the county raised 36 of the 43 accounts it carries on both rolls, held 3 and lowered 4, for a median move of +5.2%.

The certificate lists transfer charges only. It gives no assessment rate, so this file still shows dues as pending.

Who it suits — and the tradeoff

Park Highlander suits an owner-occupant shopping for a big two-bedroom off Prescott Avenue. Forty of the 44 county accounts are two-bedrooms of 2,153 to 3,504 sf, and 86% of accounts carry a homestead exemption.

The tradeoff is the tax line and the paperwork. Thirty-four owners are taxed on a capped homestead value below the 2026 market figure, and the county raised most values this year, so budget from market value, not from a seller’s current bill. Eleven amendments also means a longer document stack. Ask for the declaration and every amendment, not just the latest one.
